Accountable Governance for Improved Service Delivery (AGIS) /

Working towards greater accountability in the Government of the Republic of Zambia

Crown Agents has been working with the Government of the Republic of Zambia to increase transparency and accountability in decision-making, particularly around the delivery of public services such as health and education.

The project focuses on key areas of public financial management, like internal audits and procurement. Human resources management, forecasting and budget planning and expenditure tracking are also part of our remit.

Building new relationships to streamline service delivery

AGIS aims to streamline public service delivery nationwide by developing the relationship between central and local authorities. At the central level, this involves working with the ministries of health (MoH) and of general education (MoGE), as well as entities like the Public Procurement Authority and the Anti-Corruption Commission. At the local level AGIS currently operates in three provinces, with the expectation that the government will soon roll out AGIS-type support nationally.

Our approach:

  • Improving fiscal management and accountability processes in the delivery of public services
  • Supporting existing policy that drives public financial reforms within the MoH and MoGE
  • Building the capacity of local government to implement institutional reform that supports improved health and education outcomes
  • Training MoH and MoGE staff to adhere to best practice audit and procurement procedures
