The United States Government through the Millennium Challenge Corporation and the Government of Sierra Leone have entered into an Eleven Million, Nine Hundred and Seventy Thousand, Three Hundred and Seventy-Five U.S Dollars ($11,970,375) Compact Development Funding Agreement to support the development of the Increasing Access to Reliable and Affordable Power in Sierra Leone Activity project. This grant funding may be used to develop strategies and proposed interventions that may include improving grid infrastructure, supporting the increased supply of clean and low-cost electricity (on- and off-grid), institutional strengthening, and increasing productive use of electricity.

The Government of Sierra Leone acting through the Sierra Leone Compact Development Unit intends to apply parts of the proceeds of the funds to payment of contracts for goods and services.

MCC’s funding is appropriated by the U.S. Congress and obligated to the development of projects up-front, with no incremental or partial funding. When a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury.

In furtherance of this development process, during the next eight months starting from May, 2023, the Government, supported by MCC, plans to begin procedures to procure the following services:

Procurement of Consultant Services
Fiscal Agent Services
Procurement Agent Services
Architecture/Interior Design Consultant
Technical Evaluation Panel Members

 

All Contracts for Goods, Works and Services will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines which can be found at the MCC’s website.

 

Procurements are open to all bidders from all eligible countries as defined in the MCC Program Procurement Guidelines. Specific procurement notices for contracts to be tendered will be announced, as they become available, on United Nations Development Business (http://www.devbusiness.com/), dgMarket: http://www.dgmarket.com/), and other media outlets.
