ASCEND: Request for proposals for implementing partners – visceral leishmaniasis (VL) in Kenya /

The Ministry of Health (MoH), Government of Kenya and the Accelerating Sustainable Control and Elimination of NTDs programme (ASCEND Lot 1), wish to engage an Implementing Partner to provide services which promote the national goal of prevention and control of visceral leishmaniasis (VL) in all endemic areas in Kenya by:

  1. improving timely diagnosis and treatment of VL;
  2. strengthening surveillance, monitoring and evaluation and use of data to inform operational plans and improve response to emerging outbreaks; and
  3. sustaining and strengthening the existing VL treatment facilities and activities.

Crown Agents Limited, as leader of the consortium managing ASCEND (Lot 1), now invites bids from suitably qualified Bidders to be engaged as subcontractors to support the MoH and the Counties in VL endemic areas to provide diagnosis, treatment, management and referral activities.

The contract will be for a period of approximately 22 months, expected to run from March 2020 to December 2021.

This is an open competition under which bids are invited from any organisation. Bidders may be commercial (for profit) firms, faith-based, and non-profit organisations, either independently or in partnership or consortia.

The deadline for submission of bids is 13:00 hours noon (UK time) on Monday 24 February 2020. Bids must be submitted electronically in accordance with instructions contained in the RFP. Late bids will be rejected.

Bids will be evaluated in accordance with procedures and evaluation criteria described in the RFP. The successful bidder will be invited to negotiate and sign a subcontract based on terms set out in the RFP.
