Andrew Bloomfield /

Andrew Bloomfield has over 40 years’ experience working in IT and tax. He started his career in what is now HMRC, and was involved in EU projects, both via twinning and as a consultant, before joining Crown Agents 13 years ago, where he is Principal Consultant in Revenue Systems. At present, Andrew is managing the implementation of an Integrated Tax Administration System (ITAS) for the Malawi Revenue Authority.

He has worked with Revenue and Customs Authorities in a range of countries, including Poland, Bosnia & Herzegovina, the Cayman Islands, Serbia, Mongolia, Laos and Malawi, both self-financed and with donors such as the EU and World Bank, to use IT to improve effectiveness and efficiency in Revenue collection, to facilitate taxpayers and to support Business Process Re-engineering.

Andrew has successfully managed large, complex IT projects with multi-national teams and understands both the business and IT sides. He has a very good knowledge of how IT systems can support the work of Revenue Authorities, and has helped with capacity building and mentoring of staff.

In his spare time, he is a keen amateur musician, playing various stringed instruments, including mandolin and guitar.
