Crown Agents USA: our role with USAID

Crown Agents USA is a current holder of several USAID indefinite delivery, indefinite quantity (IDIQ) contract vehicles, including:

USAID Support Which Implements Fast Transition 5 (SWIFT 5) IDIQ: a five-year contract worth up to US$2.5 billion managed by USAID’s Office of Transition Initiatives (OTI), SWIFT 5 provides flexible and targeted support to local organizations in some of the world’s most challenging environments. OTI programs provide rapid short-term assistance to countries as they transition out of conflict, political crises, and/or natural disasters. Leveraging Crown Agents rich expertise in political and security stabilization, humanitarian response management, and our proven track record in supplementing the capacities of national governments, multilateral agencies, and NGOs, Crown Agents USA is positioned to support OTI to achieve its mission of advancing U.S. foreign policy and forging positive change by developing and supporting targeted local initiatives and partnerships and rapidly delivering goods, services, and expertise to respond to urgent developments around the globe.

USAID Active Communities – Effective States (ACES) IDIQ: awarded in 2021, USAID’s Democracy, Rights, and Governance (DRG) Center and USAID overseas Missions, through this $275 million IDIQ, seek to understand how citizens interact in systems and processes of accountability and strengthen linkages among formal and informal actors on specific issues. Similar to the USAID/AGIS project which Crown Agents USA implements, ACES is expected to support the integration of good governance into programs across USAID’s development portfolio, including health, education, and economic growth. DRG principles and practices will be applied to address political and economic obstacles to improve overall development outcomes.

USAID Energy II IDIQ: Awarded in 2019, USAID’s $500 million Energy II IDIQ aims to address the global demand for and use of modern energy services by fostering sustainable energy development. Our work under this contract includes technical assistance and capacity building to manage the multifaceted elements of improved energy sector performance and a stronger enabling environment for private sector investment—legal, regulatory, policy, governance, operational, and other components. Drawing on the skills and knowledge gained through the Laos Energy Security project, we have been able to bring Crown Agents’ experience of managing climate and energy programs to this IQIQ.

USAID Public Financial Management (PFM) II IDIQ: a USAID global mechanism, this $475 million IDIQ is enabling USAID, through its overseas Missions, to provide support for public sector bodies in developing countries to promote sound, effective, and transparent economic systems. Drawing on Crown Agents’ extensive and global PFM experience and expertise, including the successful implementation of multiple contracts under the predecessor PFM I IDIQ, we are available to support IBI, our small business prime contractor, to provide technical assistance for the public sector in the developing countries that USAID serves. Our team can support governments to develop and deploy sound, effective, transparent, gender-aware, and accountable PFM systems which decrease opportunities for corruption, inefficiencies, and mismanagement.

USAID Strengthening Tenure and Resource Rights II (STARR II) IDIQ: awarded in 2018,the $650 million STARR II IDIQ contract is designed to support USAID Offices and Bureaus to improve land tenure, property rights, and resource governance through targeted interventions. Crown Agents USA is available to support its small business prime contractor, Development Innovations Group, to respond to USAID, host governments, and communities’ needs as they work to improve land tenure, property rights, and resource governance.

Power Africa (Expansion) IDIQ: Since 2018, when it awarded the $900 million Power Africa IDIQ, USAID has shepherded a U.S. Government inter-agency effort and brought together technical and legal experts, the private sector, and governments from around the world, utilizing effective partnerships to increase the number of people with access to electricity across the African continent. Crown Agents USA supports ECODIT, our small business prime contractor, to offer exceptional technical expertise spanning transactional advisory services, enabling environmental technical support, engineering services, and technical assistance. Through this collaboration with ECODIT and others directly involved with Power Africa, we are that will dramatically increase power generation and scale connections and access to electricity across Sub-Saharan Africa.

USAID Nigeria’s Strategic HIV/AIDS and Tuberculosis Response Program (Nigeria/SHARP) IDIQ: USAID is committed to addressing HIV in Nigeria by providing prevention, care, and treatment services across the country. Since 2019, with the award of the $600 million Nigeria/SHARP IDIQ, USAID has worked to deliver an expanded effort with the Government of Nigeria to identify and support a rapid scale-up of proven interventions through improvements in service delivery and the strengthening of health systems. Nigeria/SHARP focuses its support for service delivery in nine intervention areas: HIV Testing Services (HTS), HIV diagnosis and treatment, HIV care and support, prevention of mother-to-child transmission of HIV (PMTCT), TB/HIV service integration, RH/HIV integration, orphans and vulnerable children (OVC), laboratory services, and health systems strengthening (HSS). With decades of uninterrupted operations in Nigeria, Crown Agents is available to support URC, our prime contractor, to respond to USAID’s priorities as it supports the Nigerian government to combat HIV/AIDS and Tuberculosis.
