REQUEST FOR PROPOSALS FOR TRACHOMA PREVENTION AND CONTROL PROGRAMME IN ETHIOPIA /

RFP REFERENCE NUMBER: ETHSA03

The Ministry of Health (MoH), Government of Ethiopia and the Accelerating the Sustainable Control and Elimination of NTDs programme (ASCEND), wish to engage Implementing Partners to provide services to support the Trachoma Prevention and Control Programme.

Crown Agents Limited, as leader of the consortium managing ASCEND, now invites bids from suitably qualified Bidders to be engaged as subcontractors to support the MoH in Ethiopia in the delivery of:

• Strengthened health systems geared toward the sustainable delivery of Trachoma control and elimination activities;
• Increased coverage of preventive chemotherapy for Trachoma;
• Increased coverage of appropriate preventive measures, including hygiene promotion and behaviour change communications; and
• Increased knowledge and evidence on the effective response to Trachoma.

This RFP comprises 4 lots, each representing a region: Amhara, Oromia, SNNPR and Tigray. Bidders may submit bids for any single lot, combination of lots or all of the lots.

The Contract will be for a period of approximately 19 months, expected to run from June 2020 to December 2021.

This is an open competition under which bids are invited from any organisation. Bidders may be commercial (for profit) firms, faith-based, and non-profit organisations, either independently or in partnership or consortia.

The deadline for submission of bids is 10:00 hours noon (UK time) on Monday 8 June 2020. Bids must be submitted electronically in accordance with instructions contained in the RFP. Late bids will be rejected.

Bids will be evaluated in accordance with procedures and evaluation criteria described in the RFP. The successful bidder will be invited to negotiate and sign a subcontract based on terms set out in the RFP.
