Registration of Interest – 44 no. Toyota Land Cruiser vehicles, 23 no. Toyota Ambulances & 590 no. Bicycles /

Introduction: The Health Pooled Fund began its third phase (HPF3) in October 2018 and is supported to run until 2023 by the British Government’s Foreign Commonwealth and Development Office (FCDO), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA), the United States Agency for International Development (USAID) and Gavi, The Vaccine Alliance.

HPF3 supports delivery of community level, essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities. HPF supports services in eight state hubs of South Sudan known as: Eastern Equatoria, Central Equatoria, Western Equatoria, Northern Bahr el Ghazal, Western Bahr el Ghazal, Warrap, Unity and Lakes.

Procurement Requirement: Crown Agents is completing the procurement under the HPF3 project for this requirements and encourages potential suppliers to bid for the vehicles and bicycles – please view the attachments at the bottom of this notice for links to view a brief description of the vehicles and bicycles. The requirement for vehicles (Land Cruisers & Ambulances) will be managed as a separate requirement to the bicycles, therefore specific documentation will be issued to vehicle applicants whilst separate documentation will be issued to bicycle applicants.

Procurement will be based on strict adherence to vehicle/bicycle description and specifications.

Vehicles will be delivered on split consignments and held for collection at a secured agreed location in Juba, South Sudan under the resulting awarded contract(s).

Suppliers must quote realistic timelines and provide delivery schedule.

Resulting bids must exclude any taxes as exemptions will be obtained for the supply of these vehicles.

Call for Vehicle and Bicycle Suppliers: Applicants should meet the below minimum criteria upon which the detailed Terms of References and Due Diligence forms will be provided within the resulting ‘Invitation to Bid’ document.

Eligibility Criteria: Suppliers located within South Sudan and international suppliers can participate in this tendering process and therefore can register their interest in the requirements shown on the separate attachments – all suppliers will undergo a due diligence process prior to receiving a contract.

Please note that suppliers in South Sudan must include the following documentation when they register their interest:

  • Registration in South Sudan
  • Business operation licence from local state authority
  • A valid TIN for South Sudan
  • Tax clearance Certificate

The application should be clearly MARKED “HPF3 VEHICLE PROCUREMENT SEPTEMBER 2021” in the subject line of the email and confirm within the email your interest for either (a) vehicles or (b) bicycles.

Deadline for applications is 13.00 on 17th September 2021 (South Sudan local time).

Application is strictly by email. HPF3 & Crown Agents reserves the right to select more than one supplier to complete this procurement activity on time. No phone calls, phone calls will lead to disqualification. Late submissions will not be considered. Payment will be made 30 days after successful delivery completion of each agreed consignment.
