James Blair is the Director of Stabilisation Programmes with Crown Agents. James joined Crown Agents in 2009 and has specialised in stabilisation delivery in complex multi-agency environments, successfully navigating unpredictable and volatile situations. James is currently leading our security sector reform programmes in Iraq, working with both the Iraqi Intelligence Services and also their Armed Forces on behalf of donors including the UK and EU.
Prior to joining Crown Agents, James spent extensive time in the field as an election observer for both the OSCE and EU as a UK secondee. A long serving Army Reserve Officer, James currently holds a specialist position providing advice to defence on security capacity building and civil affairs. He has experience of both inside and outside of security institutions helping him build strong relationships with stakeholders.
Added to his practical experience, James brings with him a 1st Class MA in International Conflict Analysis and a BA in War Studies from King’s college London, as well as a host of professional training qualifications in the fields of stabilisation and civil-military cooperation.
