In practice, the implementation of the decentralisation agenda faces a variety of challenges, including the lack of a budget framework for municipalities, which is yet to be developed.To support the development of a Libyan state with functioning sub-national structures, Crown Agents Tazeez programme, funded by the FCDO, works directly with local authorities to plan for and implement basic service delivery. This includes the provision of water, sanitation and health, with a focus on service design that is responsive to local citizens needs. In a post-conflict setting like Libya, building responsive public institutions, especially at a local level, is a critical part of the broader stabilisation agenda, giving people hope and a stake in a better future for themselves and their families. 11'
