Delivering a more accountable, efficient and effective provincial government for Pakistan
Technical assistance to support the government of Punjab in implementing the Public Resource Management Programme (PRMP)
Department for International Development (DFID) | 2008 - 2011
PRMP is a major government reform initiative that aims to deliver a more accountable, efficient and effective provincial government that meets the needs of the population. Crown Agents' role is to act as DFID's managing agency for the provision of technical assistance to the programme; this involves procuring, overseeing and directly delivering consultancy support in a range of technical areas. Under the programme so far, a wide range of projects have been commissioned:
- Support to public financial management, including budget preparation, execution and organisational capacity of the Department of Finance;
- Reform of the Punjab Economic Research Institute and the provincial Bureau of Statistics;
- A cross-government high-level functional review designed to highlight inefficiencies, duplications and fragmentation in the structure of government;
- Development of a public sector strategy and institutional infrastructure for private sector development;
- Support for the development of policy and research capability and sector strategies in the Agriculture & Livestock and Dairy Development Departments.
In late 2009, Crown Agents' mandate was expanded to also include the provision of technical assistance in support of the Punjab Economic Opportunities programme, which aims to tackle poverty in the poorest districts of Pakistan.
