TRADE ADVOCACY FUND - COACHING SUPPORT
The Trade Advocacy Fund (TAF) is an initiative funded by the Department for International Development and is designed to help developing countries defend their interests and argue for change in the international approach to key global issues. Crown Agents and Saana Consulting, in association with IOD-PARC, have been appointed as the Fund Manager of the GBP 4 million fund, with the responsibility for the delivery of TAF.
The Goal of TAF is that international trade agreements reflect the interests of the poorest countries. Its Purpose is to help the Least Developed Countries (LDC) and Low Income Countries (LIC) and their member institutions such as Regional Economic Communities (RECs) participate more effectively in international trade negotiations. TAF will support this outcome by providing access to high quality analysis and advice; training and development for negotiators; and resources to sustain their participation in trade negotiations. This will be achieved by contracting the services of third party service providers. Services will be of a specialised nature and high quality will be paramount.
Service providers will be registered, according to their qualifications, on the TAF Service Provider Database. Only registered service providers (firms, organisations and individuals) will be eligible to participate under TAF's procurement opportunities.
The service included under this REOI is for Individual Consultants to provide 'Coaching Support' to grant applicants. These types of interventions will focus on working with TAF applicants to review/develop trade negotiations management and capacity building strategies and, if appropriate, identifying and articulating short and longer-term needs for technical, legal and logistical support through TAF and other capacity building modalities. TAF Coaching Support will be of short term duration, typically a maximum duration of 3-6 weeks, including potential field work.
Crown Agents now invite eligible Individual Consultants to indicate their interest in providing these services. Interested consultants will be required to submit a Pre-Qualification Questionnaire (PQQ) which will include the information below indicating that they are qualified to perform the services. Any consultant selected to provide Coaching Support to a particular grant applicant will not be eligible to participate in downstream work with that applicant.
The PQQ will require Individual Consultants to provide the following information
- Technical specialism and years in specialism
- Current Curriculum Vitae, indicating relevant personnel and technical skills, academic qualifications, experience in similar projects
- Qualifications in technical field
- Names of at least three (3) referees with contact information (address or email address).
Successful applicants who pass the minimum technical score will be registered on the TAF Service Provider Database and will then be invited to participate in TAF procurement based on their registered technical specialisms and qualifications.
