Reforming revenue and customs in South Sudan

We worked to design and implement a programme to foster sustainable revenue growth for the South Sudanese government, through introducing more effective processes and building Customs Service staff capacity. Previously over 98% of government revenue came from oil production, and so this programme has been vital for enabling revenue diversification and holistic economic development.

Our approach:

• Trade facilitation and customs modernisation measures led to an increase in revenue collection by more than 500%
• Risk-based approaches to tackle illicit trading were introduced to bring the South Sudan Customs Service in-line with international standards
• We trained over 2000 staff on technical and vocational subjects and established a self-sufficient training centre
• Time taken to clear humanitarian aid consignments through the border reduced considerably

Building capacity in South Sudanese customs staff

We provided essential technical training and developed revised procedures, mentoring staff at borders and at headquarters. We also focused on HR, supporting organisational restructuring, training and capacity building to ensure the sustainability of reform.
