Combatting HIV/AIDS with the Supply Chain Management System (SCMS) /

Delivering efficient procurement to support the U.S President’s Emergency Plan for AIDS relief

Crown Agents was subcontracted by Partnership for Supply Chain Management (PFSCM) to act as procurement agent for the U.S President’s Emergency Plan for AIDS Relief (PEPFAR).

The project, with offices in 21 countries and over 800 staff globally, delivered more than $2 billion of life-saving commodities to 60 countries. Commodities included anti-retroviral medicine (ARVs), essential medicines and laboratory equipment. An estimated 2.5 million patients received ARVs through the programme.

Building effective supply chains across varied geographies

We procured all non-pharmaceutical commodities for SCMS, and managed and led technical assistance efforts in the SCMS Botswana, Rwanda and Namibia country offices. We also provided senior management support as well as short-term and long-term supply chain technical assistance to several PEPFAR countries.

Case study: Botswana

We supported the Botswana Central Medical Store to implement a programme of reform addressing procurement strategy, inventor management and distribution methodology. With our technical support, the Botswana CMS outsourced their warehousing and distribution services.

This helped Botswana receive the internationally recognised ISO 9001 qualification, and develop their first 5-year national supply chain strategy. We are now supporting supply chain management training at health training institutions across Botswana, as well as the University of Botswana and the Institute of Health Sciences.
