(CA-USA) is seeking a Procurement Agent Manager and Procurement Specialists for an anticipated Procurement Agent Services contract supporting the Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Liberia. Procurement Agent Manager:

Role and Responsibilities:

  • Serve as chief liaison with MCA-Liberia and other stakeholders regarding activities to be undertaken under the assignment;
  • Coordinate activities and information/ feedback with MCA-Liberia to diligently oversee, discharge and perform all services necessary to achieve the optimum value for the monies expended by MCA-Liberia while ensuring that all procurement transactions are conducted in compliance with the principles, rules and procedures set out as in the funding agreements;
  • Coordinate general day-to-day activities of the Procurement Agent Team;
  • Monitor and oversee the procurement activities undertaken by the Procurement Agent Team;
  • Develop and implement a formal training program on the PPGs, anti-corruption, and POM for key stakeholders;
  • Coordinate the adoption and implementation of a management information system, MCA-MIS


  • Education or training in procurement, business, law, economics, finance, public administration, or other related field.
  • Professional procurement and logistics qualifications or specialized training.
  • Significant experience working as procurement professional (approximately 10 years or more).
  • Extensive knowledge of international best practices in procurement procedures especially for works contracts, project administration, contract procedures and project follow-up.
  • Proven leadership qualities and experience as Project Manager/Procurement Agent, Experience in managing a team of procurement professionals.
  • Excellent communication and interpersonal skills and experience in working with high level government officials and business executives.
  • Fluency in written and spoken English
  • Experience working on donor funded project in developing countries, especially in Sub-Saharan Africa
  • Computer literate - Excel, Word, and procurement packages.


Procurement Specialists- Senior and Mid-level:

Roles and Responsibilities:

  • Assist in carrying out, in a transparent and ethical manner, procurement activities of goods, services, and civil works in accordance with MCC PPGs as appropriate, including: (a) preparation of advertisements and organization of procurement arrangements; (b) preparation of all procurement documents (e.g., bidding documents/RFPs); (c) Bid Evaluation Reports; (d) notification of award; (e) contract management; and (f) arranging inspection, etc.;
  • Assist in the development of a Procurement Agent annual work plans to be agreed with MCA-Liberia to cover procurement activities;
  • Assist in facilitating the coordination of TEPs and the MCC PPGs;
  • Assist in the management and resolution of bid challenges in accordance with the Bid Challenge System as specified in the MCC PPGs;
  • Assist in the development of the POM, formal training program, anti-corruption strategy paper, Inception Report, and CAM;
  • Assist with the maintenance of the record-keeping and monitoring system for contract management;
  • Liaise with the appointed Fiscal Agent; and
  • Assist in the submission of monthly, quarterly, and annual reports as necessary.


  • Education or training in procurement, business, law, economics, finance, public administration, or other related field.
  • Experience working as procurement professional- 2 years’ experience required for Mid-level, 8 years’ experience required for Senior level
  • Excellent communication skills
  • Fluency in written and spoken English
  • Computer literate - Excel, Word, and procurement packages
  • Experience working on donor funded project in developing countries, especially in Sub-Saharan Africa preferred
