Crown Agents USA, Inc. (CA-USA) is seeking a Chief of Party for an anticipated USAID project focusing on financial reform and public financial management based in Guatemala City, Guatemala.

Project Description

The objective of this project is to improve the Government of Guatemala’s (GOG’s) ability to invest in health, education, nutrition, infrastructure and other public services through more efficient tax collection, lower levels of corruption, and improved public expenditure management. The projects components are anticipated to be:

Component 1: Domestic Resource Mobilization

Component 2: Expenditure Management and Procurement Reform

 

Responsibilities:

The COP is responsible for the implementation, programmatic direction and leadership of a highly complex and strategic project to successful outcome of all project deliverables. The COP will ensure responsiveness to the client and other stakeholders, be engaged in work planning, monitoring and evaluation, budgeting, performance management, strategic communication, and new business opportunity activities.

Lead the project's technical direction and provide management oversight in order to achieve completion of all project deliverables profitably, timely, and in accordance with client regulations, CA-USA policy and the highest standards of integrity and transparency.  


 

Qualifications

  • Minimum of 12+ years of technical experience in Latin America; Guatemala experience preferred
  • A  Master’s degree or higher in a related field (economics, business, etc.)
  • Previous experience working with USAID and other national donors; over five years of team leader experience preferred
  • Previous experience working with national governments of developing countries to implement tax or procurement reform
  • Demonstrated experience managing a monitoring and evaluation strategy on a donor-funded project
  • Fluency in written and spoken English and Spanish required
  • Excellent oral and written communication skills
