Economic and public financial management support to the government of Zimbabwe

The formation of the Inclusive Government in Zimbabwe combined with the introduction of a multi-currency system has re-established the budget as the main tool of fiscal policy. A prudent budget that protects macroeconomic stability is key to Zimbabwe's economic recovery strategy.

Crown Agents has been contracted by DFID to support the Ministry of Finance in strengthening the budget preparation and execution processes. Under the project, we are providing economic and financial support to the Government of Zimbabwe through five inter-related components:

• Support to fiscal framework: the purpose of this component is to ensure that the macroeconomic and fiscal framework provides a more credible basis for budget formulation;
• Support to budget formulation: under this component Crown Agents is working with the MoF and selected line ministries to improve the processes and capacity for budget formulation to support a credible budget aligned to national priorities;
• Support to budget execution: this component is focused on improving budget execution planning, predictability and control in support of improved budget outturn; this includes support to cash forecasting and management where we are working with the MoF to develop revised cash/revenue forecasting and management techniques and rolling out these techniques across pilot ministries;
• Support to aid coordination: the MoF has requested Crown Agents support in equipping them to better exercise the aid coordination function to align donor spending to national development priorities.
• Training and capacity building: each of the technical components is supplemented with formal and informal training based around prioritised training needs to within a capacity development framework.
