Framework agreements

We are both the lead and consortium partner for three of the Department for International Development's (DFID) frameworks: Governance and Security, Fragile and Conflict Affected States and Procurement.

DFID has introduced the fast-track frameworks to improve and simplify the way projects are tendered and delivered. Framework contracts are multi-year contracts under which a number of consortia become preferred suppliers of technical assistance services for a specific area of expertise. Projects under the DFID frameworks focus on 28 priority countries in Africa and Asia.

Through the frameworks we provide DFID with rapid access to specialists from our own and partner networks, offering value for money and effective service delivery.

Governance and Security

We have been awarded the framework on all the technical areas and are acting as lead on public financial management (PFM) and empowerment and accountability (E&A).

  • Through the PFM framework, our technical assistance to DFID will support countries to improve the management of their finances based on extensive knowledge and thorough understanding of PFM in different country contexts.
  • Our assistance under the E&A framework will help citizens achieve greater choice and control over their own development and to hold decision makers, including governments and service providers, to account.

Fragile and Conflict Affected States

This framework aims to promote stability and stop violence from taking hold in fragile and conflict affected states in order to achieve broader poverty reduction and contribute to stability at both a country and regional level.
It will serve as a mechanism for responding to and mitigating crises in a rapid, flexible and cost-efficient manner that also lays the foundations to achieve longer-term stability.

Under the FCAS framework, we are shortlisted to provide services relating to the following thematics: Governance, Security & Justice; Livelihoods, Infrastructure, Basic Services and Private Sector Development; and Social Development and Civil Society.

Procurement

Our objective as procurement agent working under the new DFID framework agreement is to act as key business partners in the strategic and operational procurement of goods and equipment, supplier services and capacity development services. Procurement agents are also required to deliver value for money on every programme/project in every country they are assigned to.

We are supporting procurement projects in seven African countries (Ethiopia, Ghana, Lesotho, South Africa, Tanzania, Zambia and Zimbabwe) and seven countries in Asia (Afghanistan, Burma, China, India, Nepal, Pakistan and Palestine) and also when contracted through DFID from the UK.

Country offices each have a dedicated procurement agent to provide purchasing support including establishing workshops within 90 days of project launches, to understand country office needs, to tailor procurement recommendations to meet their requirements and subsequently to advise on what can be done to ensure continuous improvements.
