Our main contribution in Uganda has been to improve the effectiveness of public expenditure, although more recently we have also assisted health sector reform. We opened an office in Uganda in 1980 and established Crown Agents Uganda Ltd to deliver outsourced procurement services to clients, including the Ugandan government, Danida and DFID.
In 2008 we worked with the Uganda Revenue Authority (URA) to develop a training programme for customs officers including 'training of the trainers'.
As the government's third party procurement agent under the Global Fund to fight HIV/AIDS, TB and Malaria we have provided supply chain management, technical assistance in procurement compliance, health technical specification, contractual and financial management and capacity building services.
Increasingly, Crown Agents' UK-based international training centre has hosted several delegates from Uganda including Ministries and other Ugandan parastatal bodies.
Between 2001 and 2003 we helped establish a regulatory and supervisory body (Public Procurement and Disposal of Assets Agency) for all public procurement. As well as improving governance in public procurement we have advised the government on the recruitment and training of procurement staff. We are pre-qualified by the PPDA to provide third party procurement agency services within the public sector including Ministries.
