Projects and programmes are not developed in isolation but should reflect policy objectives. Programmes are more than a mixed collection of projects. Projects in turn must not only achieve their purpose but also contribute to programme objectives.

This course will examine the relationship between national policy objectives, programmes and projects. It will also demonstrate how to construct effective programmes and projects in order to implement public policy objectives.
