The DFID funded South East Asia Community Access Programme (SEACAP), managed by Crown Agents' Vietnam and London offices received the Sustainability Award at the 2010 Ground Engineering Awards in an official ceremony held on 5th February 2010 at the Grosvenor Hotel in London.
The SEACAP project ran from 2003 - 2009 and sought to provide practical and low cost rural access solutions in Lao, Cambodia and Vietnam. Crown Agents acted as the programme manager and procured qualified rural access consultants to conduct applied research to develop innovative rural access solutions, communicate the findings and to mainstream the solutions.
One of the major projects (SEACAP 21) on the Lao component of the programme was to conduct slope stabilisation trails in mountainous areas to prevent the frequent problem of land slips. The project also involved training local engineers and mainstreaming the findings through the National University of Laos and in a handbook format in Lao.
Scott Wilson, a design and engineering consultancy company, was selected to carry out SEACAP 21 and successfully implemented the project in close collaboration with the Ministry of Public Works and Transport.
