MCA-Mongolia Procurement Agent

Crown Agents USA (CA-USA) serves as Procurement Agent for the Millennium Challenge Corporation (MCC) Compact Program in Mongolia, in partnership with Japan International Cooperation System (JICS). The five-year $285 million Mongolia Compact seeks to enable key institutions and infrastructure to better support the country's burgeoning urbanized, market-based economy and help Mongolians to increase their incomes by becoming healthier and better trained, by using their land assets more productively, and by increasing their capacity to trade with the world. The Compact is structured to enhance the sustainability of the proposed projects by promoting both long-term changes in the legal and regulatory environment, and building capacity to ensure that the Mongolians are able to carry forward the Program's intended transformational impact.

MCA-Mongolia Procurement Agent The program consists of six projects: the Roads Project, the Property Rights Project, the Peri-Urban Rangeland Project, the Vocational and Education Project, the Health Project and Energy and Environment project. CA-USA's responsibilities as Procurement Agent include managing and administering effectively the purchase of a wide variety of goods, works and services as requested by MCA-Mongolia to implement the Compact. As Procurement Agent CA-USA:

  • Manages and effectively administers the purchase of a wide variety of goods, works and services as requested by MCA-Mongolia to implement the Compact;
  • Plans, schedules, and prioritizes the procurement functions, including planning for the efficient and effective procurement of goods and works;
  • Ensures that the procurement documents describing the objects of the procurements, including the scopes of work, statements of requirements, specifications, terms of reference, bills of quantities, engineering designs and drawings, are adequately prepared and finalized in a reasonable and balanced manner without being unduly restrictive;
  • Conducts procurements in a manner that provides open competition to the maximum extent possible in order to assure advantageous prices for MCA-Mongolia and equal and fair access for eligible suppliers and contractors;
  • Assures that all procurement activity is performed in a fully professional, transparent and ethical manner, with appropriate record-keeping and management reporting, and that all suppliers and contractors are treated on a fair and equal basis;
  • Ensures a transparent evaluation process is in place, including coordination and formation of Technical Evaluation Panels; and
  • Implements a Procurement Management Information System for contract reporting, monitoring, and administration in accordance with MCC requirements.

Achievements of the project to date include the following:

  • At the request of the Mongolian government, the MCC Board extended existing activities and approved two new projects: the rehabilitation of 176.4 kilometers of highway and the rehabilitation and construction of bridges, as well as energy and environmental projects. MCA-Mongolia requested CA-USA's to provide additional experts to support the technical evaluation panels for the roads construction and the construction supervision contract.
  • CA-USA completed the evaluation of the supervision services and construction works and submitted recommendations to MCA-Mongolia and MCC.
  • The CA-USA team facilitated the negotiation for the roads construction contract and completed time sensitive procurements for well drilling and Training of Herders Programs.
