As part of Crown Agents support for the establishment and development of the Zambia Revenue Authority, VIPS©, Crown Agents' VAT Information Processing System, was provided on a turnkey basis.
Extensive support was provided to the VAT Division to develop and strengthen the control techniques applied by VAT Control officers, including:
- Visit selection procedures and pre-visit preparation and planning;
- Skills and competencies of the control staff;
- Overlying management controls, and
- Performance measurement.
