Introduction, Implementation and Consolidation of VAT in Tanzania

Tanzania embarked upon a structural adjustment programme in order to meet the challenges of the 21st century. Part of this programme, was a major fiscal reform effort, including the introduction of VAT.
Working in close consultation with government and key stakeholders, we enabled the:
- Design of the policy framework
- Preparation of draft legislation (primary & secondary)
- Planning of the new VAT service's organisation and structure
- Design and delivery of training programmes
- Establishment of a VAT computer system- Crown Agents' VIPS© software
- Preparation of operational systems and instruction manuals
- Publicity campaign and materials to be successfully developed. This included media training
This project was the start of what has been a very successful relationship with the government as it moved to introduce a Revenue Authority. This involved implementation of automation, monitoring and developing the system (policy advice/legal changes), support to operational areas and integration with other taxes through the establishment of a Large Taxpayer Department.
