The Government of Ukraine received a grant from the International Bank for Reconstruction and Development (IBRD) to support institutional and structural reforms. Crown Agents' role was to develop training programmes to support the implementation of public procurement reform and strengthen public sector capacity to conduct procurement in an efficient, effective manner while observing compliance with the applicable procurement legislation.
Crown Agents elaborated the inventory for training needs analysis for the Ukrainian Procurement System and arranged training in EU/international best practices including public procurement, legislation and latest methodologies and techniques. The training gave an introduction to the legislative framework of public procurement, an in-depth understanding of the principles of procurement and a more practical knowledge about best practices and special elements of the procurement process.
