As a central pillar of its Poverty Reduction Support Strategy, the Government of Uganda is committed to implementing sound public procurement policies and practices. Crown Agents assisted the Government to strengthen its public procurement system, providing support to both the newly established regulatory body and nearly 100 procuring entities with new responsibilities following the decentralisation of procurement.
Key achievements included developing and introducing a new legal framework, including legislation, regulations and standard bidding documents, establishing a new regulatory body, drafting a national strategy for procurement training and delivering four training modules to around 1,500 staff, supporting the establishment of contracts committees and procurement units in nearly 100 procuring entities, facilitating the recognition of procurement as a new professional cadre in the public sector and undertaking government wide assessments of compliance to new legislation.
