Public Expenditure Management and Financial Accountability Reform Programme

The Government of the Republic of Zambia, with support from a group of international development partners, is implementing the Public Expenditure Management and Financial Accountability (PEMFA) Reform Programme. This is to achieve better fiscal management, more judicious use of public resources, poverty reduction, improved management of the public sector deficit and improved accounting transparency. Successful implementation of the programme requires a wide range of procurement activities including high value goods, small works and the selection of national and international consultants.

Crown Agents is acting as procurement service provider for the programme. As well as providing an immediate procurement capacity to initiate PEMFA procurement activities, we are assisting Component Entities to carry out procurement in conformity with the PEMFA Procurement Guidelines and building capacity in recipient entities to enable them to carry out procurement later in the programme.
