ICTAS - Integrated Computerised Tax Administration System

The Government of Jamaica implemented a tax reform programme to address the major constraints in its revenue mobilisation activities. Crown Agents successfully completed the full computerisation of all functions to support the newly formed Tax Administration structure.

To achieve the development and implementation of fully functional computer based information systems for tax administration covering all the major taxes of Jamaica, Crown Agents undertook the following:

  • detailed functional design for an Integrated Tax Administration System and development of related procedures and manuals;
  • Hardware and Software specifications for the technology platform required to set-up the systems, and assistance to the Government in it's procurement;
  • development and configuration of systems to meet the requirements for Jamaica's integrated tax administration system;
  • training of end users and technical staff of Fiscal Services (EDP) Ltd;
  • development of software engineering methodologies to be applied in defining, designing, documenting, testing and implementing applications;
  • definition, implementation and enforcement of open systems and portability standards;
  • development of communication standards and plans required to support client/server environment;
  • definition of quality assurance standards and procedures;
  • preparation of standards for back-up, archiving and recovery of data and programs.

ICTAS was rolled out to all island offices from 1 July 2001. It is used by 1.8 million taxpayers and handles 183,000 transactions a month.
