Development of HR management strategy and implementation of key HR Activities
Federal Customs Service | 2004 - 2009
Since 2004 the Russian Government has been restructuring its Federal Customs Service (FCS) as it was not responding to the governments' needs and international requirements.
Crown Agents, in partnership with the Moscow Higher School of Economics, provided support in elaborating a Human Resources Management Strategy for the Federal Customs Service. This formed part of wider Customs Development project funded by the World Bank in reforming and modernising the customs administration.
A new FCS HR management strategy and Code of Ethics have been developed. Key activities provided a coordinated manpower policy and conditions for maintaining and developing qualified customs specialists.
