Since 1993, Crown Agents has supported the Ministry of Finance in Ghana to initially develop the whole new tax, including writing laws and regulations, designing structures, systems and procedures, preparation of manuals and delivery of training, and to follow through with introduction of VAT, including a public education campaign, organisational development, planning and management support.

Implementation of a sustainable computer system to support the VAT service was a key aspect of the support Crown Agents provided. VIPS©, Crown Agents' VAT information processing system, was configured for the Ghana VAT Service, as technical advisers evaluated the specification requirements, migrated data and trained users and staff in the use and maintenance of the system.
