Introducing VAT to India
Consumption Tax Administration Workshops

Crown Agents was appointed by the World Bank to conduct a series of Value Added Tax (VAT) workshops at four regional locations in India. The workshops provided operational knowledge on VAT administration for those responsible for VAT implementation at state level in India.
Crown Agents mobilised a team of three VAT experts to lead the workshops, which covered all aspects of the proposed VAT implementation in India, focusing on the following topics:
- VAT basics - includes the rationale for VAT, its principles and international experiences, fraud and investigation, taxpayer services, VAT avoidance and investigation.
- Prerequisites for successful VAT introduction - including the role of management, management assurance and inspection programmes, staff integrity, organisational issues, functional structures, large taxpayer units and internal audit.
Detailed sessions on VAT administration - including tax assessment and audit, tax evasion, VAT and small businesses, administrative reforms to combat corruption, operational support systems, electronic VAT administration, debt management and public relations.
