Crown Agents was contracted to provide programme management, technical and administrative support services to the Japanese side of the Executive Task Force of the Japan-Russia Nuclear Disarmament Cooperation Committee. We ensured the safe dismantling of decommissioned nuclear-powered submarines of the Russian Pacific Fleet in the Russian Far East, under the Japan-Russia "Star of Hope" Nuclear Disarmament Cooperation Programme.
Crown Agents Tokyo provided advice and assistance on all technical, environmental, commercial and legal issues, including drafting and negotiating bilateral cooperation agreements and commercial contracts, evaluating new cooperation projects, and inspecting submarine dismantlement works.
The first submarine, under the "Star of Hope" Programme, was dismantled on time and within budget, between December 2003 and October 2004, at the Zvezda shipyard, near Vladivostok. We also prepared a feasibility study for the dismantlement of a second submarine at the same shipyard.
