Over the past few years, Uganda has been reforming its central government public procurement system with impressive results. Now it is now turning its attention to local government procurement practices.
New procurement regulations meant that local governments must introduce new procurement structures and adopt national rules. But they need professional procurement help which Crown Agents is providing.
We work with the national regulatory body (the Public Procurement and Disposal of Public Assets Authority) to strengthen its capacity to ensure adherence to the new rules by developing new guidelines and monitoring methodologies.
We also work directly with local governments in recruiting procurement staff whom we train and advise. This includes hands-on assistance with the procurement of office equipment for new staff, with the procurement process conducted in accordance with the new regulations.
A key aspect of our two year technical assistance is to monitor the progress of reforms against performance indicators. Results will therefore be measurable while any barriers to success will be identified at an early stage.
With a successful track record in assisting the central government to strengthen its procurement performance, we are confident that our involvement will result in substantially improved levels of procurement compliance for local governments.
