Crown Agents is implementing the project using a local and off-site technical implementation team, augmented with specialist consultants in Customs, training, change management and IT experience.
During the project, Crown Agents are:

- Undertaking Quality Assurance
- Conducting system testing
- Providing user and administrator training

The delivery of the system will be in two phases, with the complete system being in place by mid June 2010.
An analysis of the requirements started in March 2009, and was followed by the configuration of the system in July.
User Acceptance Testing has been subcontracted to the Caribbean Systematics Limited (CSL), a Jamaican IT company, experienced in working with government revenue administrations.
Change management and user training is integral to the implementation of this project.
Speaking in June 2009, Mr Kevin Walton, Assistant Collector of Customs - HM Customs, said:
"The Crown Agents Company will be implementing our new system. They are working with us to develop and implement a robust and innovative system for Customs at the Owen Roberts Airport. They know the insides of Customs and they are very familiar with our processes. They have a great understanding of how the system can function more efficiently and we are happy to be working with them."
