Support to Anti-Corruption Institutions in Kosovo

The level of corruption in Kosovo is considerably high with at least 38% of the GDP being calculated in the informal economy. The European Commission Kosovo 2008 Progress Report of 5 November 2008 states that, 'Corruption in Kosovo is still widespread and undermines the proper functioning of the institutions; the institutional framework to tackle corruption is still unclear; and there are problems associated with inter-agency cooperation and training.'

In January 2009, Crown Agents, in partnership with Ramboll Management, began implementing a two year project to provide 'Support to the Anti-Corruption Institutions in Kosovo' for the European Commission. The overall purpose of the project is to strengthen the rule of law in Kosovo by providing support to the national Anti-Corruption Institutions.

The objectives of the project include:


i) Undertaking a qualified and objective assessment of the current situation and of the existing Anti-Corruption legislative framework in Kosovo;
ii) Conducting activities that strengthen the institutional and operational capacity of the Kosovo Anti-Corruption Agency and
iii) Development of policies and measures to systematically tackle corruption and strengthen public awareness and resolve.

Crown Agents, thus far, has undertaken a study of corruption trends in Kosovo and will be designing a 'National Anti-Corruption, Intelligence and Coordination Model' and various anti-corruption and corruption investigation trainings.
The project expects to streamline Anti-Corruption institutions, raise awareness of corruption and its causes, and support the development of an environment and a culture that facilitates the prevention, detection and punishment of corruption.
