Request For Expressions of Interest (REOI) - Joint Donor Technical Assistance Fund

CONSULTANT DATABASE

The Joint Donor Technical Assistance Fund (JDTAF) is supporting the implementation of Bangladesh's national Health, Population and Nutrition Sector Development Programme (HPNSDP). The recipient of the services is the Government of the People's Republic of Bangladesh, specifically the Ministry of Health and Family Welfare (MoHFW).

The objective of the fund is to deliver timely and cost effective Technical Assistance (TA) to support the overall aim of improving health outcomes through improved public health provision in Bangladesh.

Technical Assistance sourced under the Fund may include: skilled and experienced Consultants (individuals and organisations), on a short or medium term basis which can provide a range of capacity building assignments, and/or undertake a range of activities and tasks which assist the implementation and/or review of the HPNSDP.

This could potentially involve any area identified by the MOHFW as a priority. The majority of activities and tasks are likely to be related to health systems strengthening and/or managerial support, including in the following areas:

  • Health Sector Planning and Management
  • Human Resources for Health
  • Health Care Financing
  • Health Information Systems
  • Quality of Health Care
  • Drug Administration and Regulation
  • Procurement and Supply Chain Management
  • Physical Facilities and Maintenance

Crown Agents, in association with IOD-PARC, have been appointed as the Service Provider, with the responsibility for delivery of JDTAF.

Consultants (organisations and individuals) will be registered, according to their qualifications, on the JDTAF Consultant Database. Crown Agents now invite eligible consultants to indicate their interest in providing these services. Interested consultants will be required to submit a Pre-Qualification Questionnaire (PQQ) which will include the information below indicating that they are qualified to perform the services. Consultants may constitute joint-ventures to enhance their chances of qualification.

The PQQ will require Consultancy Firms to include the following information:

  • Full contact details for head office and regional offices
  • Core business and years in business
  • Qualifications in technical field
  • Technical and managerial organisation of the firm
  • General qualifications, pen portraits and number of key staff (abridged CVs of no more than two pages may be attached as an appendix).
  • Financial stability (three years audited accounts)
  • Details of corporate registration

The PQQ will require Individual Consultants to provide the following information:

  • Technical specialism and years in specialism
  • Current Curriculum Vitae, indicating relevant personnel and technical skills, academic qualifications, experience in similar projects
  • Qualifications in technical field
  • Names of at least three (3) referees with contact information (address or email address).

Successful applicants who demonstrate expertise in one or more of the required technical fields will be registered on the JDTAF Consultants Database and will then be invited to participate in JDTAF procurement based on their registered technical specialisms and qualifications.
