CS-DRMS is the Commonwealth Secretariat Debt Recording and Management System.
Crown Agents has a long-standing partnership with the Commonwealth Secretariat in helping governments to manage their debt more effectively. This partnership is based around the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS) and Securities Auction System (CS-SAS). CS-DRMS is in use in 58 countries.
Crown Agents is the official distributor of CS-DRMS and CS-SAS to non-Commonwealth countries. We also work in many Commonwealth countries and add value to the smooth functioning of the software through:

- Customisation for specific user requirements
- Data migration and validation
- Hotline support
Software on its own is not sufficient to ensure best practice in debt management and our approach is to put in place the structures, business processes and skills to make CS-DRMS the bedrock of a country's debt management operations.
An Overview of CS-DRMS
CS-DRMS and CS-SAS are developed and maintained by the Commonwealth Secretariat to help countries:
- Record and manage external and domestic debt including short term debt and loans to public corporations and the private sector in one database
- Undertake detailed debt analysis, including portfolio and sustainability analysis, scenarios and sensitivity testing
- Report on the debt portfolio using standard and any customised country-specific debt reports
- Link debt flows to the appropriate recurrent and development expenditure and revenue items in the budget.
- Manage the auction of government securities
