The Africa Community Access Programme (AFCAP) is based around a portfolio of research, demonstration, advisory and training projects which identify and support the uptake of low-cost, proven solutions for rural access. These projects feed directly into regional and national rural transport policies and strategies for poverty reduction.
Project Selection
AFCAP has developed a "Four Way Test" to appraise projects for inclusion in the programme. The test is based around the four criteria shown below and projects must meet all four criteria to be accepted.

- Does the project have strong local ownership?
- Does the project include mainly research, knowledge dissemination or training?
- Will the project contribute to sustainable improvements to rural transport?
- Will the project contribute to building national or regional capacity?
Strong local ownership is a fundamental criterion for all AFCAP projects. The selection process therefore involves local partners at all stages. Please visit the participating countries pages on the left, for details of local partners in each country.
